Fiscal Responsibility: The City of Eagle has experienced falling property values and decreased revenues for the first time in many years. We must stabilize the City’s budget and expenditures to ensure continuity and efficiency in its vital programs and functions, such as law enforcement and the library. We need to preserve our capital assets and build a reserve for replacement items.
- Adopt zero-based budgeting
- Develop a 5-year capital improvement plan, updated annually
- Implement more technology and online services for better customer service and more efficiency at City Hall
- Pursue a final resolution of the City Hall building lease
Economic Development and Downtown Revitalization: The downtown area needs a shot in the arm to become more prosperous and vital. Eagle has many dedicated and visionary citizens who are working through private sector options to improve the economic vitality of our community. The City should support these efforts and make sure we are not over-regulating our businesses while maintaining our quality design standards.
- Finalize a downtown comprehensive plan for revitalization of our State Street corridor
- Support and encourage the Chamber, ESTECH, and other economic development efforts
- Review the Comprehensive Plan and Design Review Standards to ensure we strike the right balance between economic viability and aesthetics
Transportation Needs: Our city is cut in half by Highway 44, and some parts of our town are not pedestrian or bicycle friendly.
- Partner with Valley Regional Transit and others to identify and implement a permanent funding source for the bus transit system
- Map and prioritize gaps in sidewalks and pathways to facilitate pedestrian and bicycle transportation
- Complete the Plaza Drive intersection on Highway 44 to connect the North and South sections of Eagle
Planning for the Future: We have been so busy the last few years with new development that our planning staff hasn’t been able to sufficiently focus on planning for the long-range future of our community. We often hear that residents chose Eagle because of its quality design and planning. Now that new development applications have slowed down, it’s more important than ever that the City have sufficient planning staff to catch up with long range planning projects.
- Consider combining the Planning and Zoning committee with the Design Review committee
- Continue active involvement in COMPASS regional planning efforts
- Undertake annual review of comprehensive plan and map and update as needed
- Work with Ada County to ensure that growth and development is appropriate and directed by the residents of Eagle
